Todd Saylor

Todd Saylor

CEO/President

Todd Saylor is a hard working CEO who is passionate about excellence and commitment in achieving any task and possesses a unique tenured vision in the payroll service industry.

Mr. Saylor has been an accomplished, nationally renowned, successful pioneer in the payroll service solution world for over twenty years.  He has transferred a highly competitive and successful college athletics background into an entrepreneurial life of success and a mission of service excellence.

In many ways Todd’s philanthropic commitments rival his business excellence and allow PayServ Systems to serve customers as well as the social needs of people in surrounding communities.

After graduating from Manchester College with a BA in Business Administration Todd’s drive and tenacity assisted him in building a successful sales career.  Mr. Saylor started his PEO career in 1993 and Todd quickly became his company’s top selling employee leasing sales agent within two years.  Subsequently, he became the leading sales representative in the PEO industry for the next eight years before becoming the VP of Sales and National Sales Director in the second publicly traded PEO.

Despite his PEO successes, Mr. Saylor came to the realization that there was a better way to approach payroll problems for businesses of all sizes.  His experiences lead him to the payroll service model and PayServ Systems was born in 2003.

Since then, Todd has worked tirelessly to expand, improve and ensure that PayServ Systems remains the most flexible, scalable, technologically advanced full-service payroll outsourcing company in the country.

Todd’s unusual experience in business, insurance, benefits pension planning, sales, leadership, vision and ability to select, motivate and build the right people make PayServ Systems destined to remain the nation’s first and best choice in payroll and payroll related services for years to come.


Troy Peterman

Senior Vice President

Troy Peterman is best known for building efficient, high performing sales teams. His adaptive leadership style has consistently helped others to achieve their potential. Blending sales with a passion for customer service has resulted in 5 platinum club awards, two sales manager of the year awards, and one president’s award.

Mr. Peterman graduated from Bowling Green State University where he was President of the American Marketing Association and a member of the track team with a Bachelors of Science degree in Business Administration with an emphasis on Marketing and MIS. He is also licensed in health insurance. For twenty-five years, he has been helping businesses and organizations realize their goals through a consultative sales process – exceeding customer expectations by "under promising and over delivering".

With more than 10 years in the payroll and human resource industry, Troy finds it rewarding that PayServ’s business model empowers business leaders to focus on their true passion; knowing trusted professionals are handling their payroll.

Troy enjoys volunteering in the community with the Sarasota Chamber of Commerce and Sarasota Little League Organization. On weekends, he enjoys spending time with his wife and three kids, usually at the beach.

Heather David

Heather David

Executive Vice President of Finance

Heather David is an intelligent, driven and loyal over achiever. As the first-born child of a racecar-building father, Heather grew up self-motivated and highly competitive. During her childhood, she competed in racing late model cars, until early college, when her educational focus took precedence.

After working her way through college, Heather was equipped with a Bachelors of Science degree in Business Administration with emphasis in Accounting from Tri-State University, and a Master of Business Administration degree from Indiana University.

Heather began her professional career with a large respected accounting firm in Northwest Indiana in 2004, where she learned the trade of a CPA and personal financial adviser for midsize companies. During this time, Heather was contracted to PayServ for some accounting work. With the permission of the very generous CPA firm, PayServ was granted the opportunity to pursue Ms. David as the Controller of the growing Payserv Systems.

For the past 10 years Heather has specialized in payroll and accounting combined with financial team building and growing as a strong leader of a nation wide payroll organization.

Heather also gives back to the community by serving on community non-profit boards, most currently the Cameron Memorial Hospital Foundation Board.

Heather’s business gift mix brings a unique blend of strategy, administrative planning, and superior financial training and experience to PayServ Systems since 2008. Heather is a devoted individual who strives daily to enhance the PayServ service model. Heather’s experience, combined with her passion for the payroll industry, makes her a key executive within PayServ and part of a team that will continue to grow and enhance PayServ Systems for decades to come.
